Documents is the key.

Alam niyo.. I always remind my family and friends: facts are not feelings. Kasi madami talagang hindi nagkakasundo dahil napaglilituhan ang facts sa sariling opinyon.. worst, pride. 

And when the Department of Public Works and Highways Secretary Vince Dizon calmly walked into the BiCam. Definitely, hindi imbento ang mga sinabi niya. 

May hawak silang documents. 

May hawak silang updated Construction Materials Price Data (CMPD). At may issued Department Order pa to ensure lahat ng Regional at District Engineering Offices strictly comply with the correct process.

Ang nakakatawa kasi, ang senado, especially Imee Marcos did math without Engineers, tapos akala mo tama na agad siya. While DPWH.. yes, the actual implementing agency with actual engineers, district offices, regional offices, and on-the-ground experience was already applying the updated CMPD properly, the Senate decided to perform their own “adjustment factor” calculations.

Picture this.. para mas maintindihan natin. 

Para kang nagpa-architect, nagpa-engineer ka na, may updated signed plans ka na pero may kamag-anak kang biglang magsasabi.. “Ay, mali yan. Ako na bahala, nag-Excel ako kagabi, base sa sinabi mo noong una".. 

Ganun po ang ginawa ng Senado.

They applied the reduced construction material estimates across all projects nationwide.. as if pare-pareho ang presyo ng materials sa Manila, sa provinces ng Luzon, Visayas at Mindanao. 

Hello? Even a simple construction worker knows na ang cost ng construction materials sa NCR versus Region 10 ay para ding presyo ng night market sa Baguio vs Divisoria.. same item, iba presyo dahil sa logistics.

But let’s Talk about Intent.. Because It’s Obvious

The sweeping cuts didn’t just “mistakenly” make projects unimplementable. They will make them impossible. And sino ang political beneficiary kapag paralized ang DPWH? Sino ang matagal nang allergic sa epektibong implementation? Sino ang laging may sariling narrative para magmukhang sila ang tama at gobyerno ang mali?

Senator Imee Marcos, at ang buong Duterte bloc. 

Alam naman nating lahat na favorite sport nila ang pigilan, i-delay, o i-question ang mga programa ng Pamahalaan na maganda ang kalalabasan sa administrasyon. Sorry, pero hindi lahat ng tao ay maloloko nila ng confident-but-wrong math. 

Actually, DPWH Did the Work. The Senate Did… a Tabletop Guess. 

DPWH already issued a Department Order mandating:

🫆Correct adjustment of Pay Items using updated CMPD
🫆Revision of ABCs
🫆Full documentation
🫆Quality assurance
🫆Mandatory compliance before procurement

At may actual Region / District offices na sumusunod na since Sec. Vince Dizon issued the order more than a month ago.

Samantalang ang Senado, Nag-apply ng numbers “in theory,” without consultation with the engineers…
or with Sec. Vince Dizon, who openly admits he’s not an engineer, which is why he relies on the experts.. a thing the Senate apparently refuses to do.

Kaya nga may DPWH: because infrastructure isn’t imaginary. May mga engineers po tayo riyan. 

Alam niyo, ang ginagawa ng senado was so Dangerous

Kasi ganito yan.. Kung mali ang costing, hindi makakapag-procure.

Pag hindi nag-procure, hindi magagawa ang project.

Pag hindi nagawa, sinong sisihin?
DPWH.
Gobyerno.

Hindi ang Senate.

Very convenient, di ba?

Para bang scripted na kailangan i-paralyze yung DPWH… then blame the DPWH for underspending.

DPWH Is Not Lying.. The Senate Just Doesn’t Want to Be Wrong. And halata naman. Let’s be brutally honest..
Ayaw po ng mga senador na sila ang lumabas na mali.

Kaya kahit real engineers, real implementers, and real documents are telling them na mali ang computation nila, they still insist on their “tabletop math.”

Sa totoo lang, lugi ang bayan sa pride nila.

Sana lang, our Deae Senators ay lumabas sa kanilang mga air-conditioned offices and stop doing tabletop computations as if infrastructure exists only in their imagination.

Sana naman, mag consult sila sa engineers.

Kung si Sec. Vince Dizon nga, who openly says he’s not an engineer, respects technical data… why can’t the senate? 

Let's call on the Senate of The Philippines to STOP sabotaging DPWH. THEIR sweeping cuts don’t make them look smart. They make them look irresponsible.

They should Face the documents.DPWH came with facts, workflows, and verified data. Senators came with opinions.

And I hope tigilan na ni Senator Imee Marcos ang theatrics. Infrastructure requires truth, not political performance art.

If the Senate truly wants to serve the Filipino people, then they must stop turning national development into a numbers game based on guesswork and ego.

Because infrastructure is not built on attitude.

It is built on accuracy.
On engineering.
On real field conditions.
On data.
On integrity.

And most of all.. on the belief that public service must never be sabotaged for political convenience.

The nation deserves better than tabletop politicians.
