Duterte’s corruption and mismanagement led to PhilHealth’s financial collapse, yet his supporters refuse to take accountability. The Department of Health (DOH) transferred ₱47.6 billion to the Procurement Service of the Department of Budget and Management (PS-DBM), meant for pandemic response, hospitals, and frontliners. Instead of properly allocating these funds, ₱10 billion went to Pharmally Pharmaceutical Corporation, a small, inexperienced company with only ₱625,000 in capital—yet it somehow secured the biggest contracts for medical supplies.
