Policy Statement on the PhilHealth 24‑Hour Confinement Rule

The case of Marvin Sulit, a loyal PhilHealth contributor for 25 years who was denied coverage after dying less than 24 hours following admission, exposes a grave injustice within our health insurance framework.

We affirm that:

• Insurance must protect in emergencies: The 24‑hour confinement rule undermines the very purpose of social health insurance, which is to provide support at the moment of greatest need.
• Rigid technicalities harm families: Denying benefits based on arbitrary time thresholds disregards medical realities and punishes grieving families.
• Trust in institutions is eroded: When contributors are abandoned despite decades of faithful payments, confidence in the system collapses.
• Compassion must guide policy: A humane health insurance program must recognize that sudden deaths and emergencies are precisely why coverage exists.

Call to Action

We call for the immediate review and abolition of the 24‑hour confinement rule, and the establishment of benefit eligibility standards rooted in fairness, compassion, and medical necessity. PhilHealth must restore its credibility by ensuring that no contributor is denied coverage in their hour of need.

This is not an isolated case but a systemic failure. Reform is urgent to uphold the principles of justice, integrity, and universal health care.

PhilHealth Crisis: Time to Act

As former independent director of PhilHealth representing the Monetary Board (2016–2019), I witnessed firsthand the fragility of the system. Today, the crisis demands urgent action:

• Increase benefits, reduce premiums – Ordinary Filipinos should not carry the burden of mismanagement.
• Demand more budget – Congress and Senate must prioritize health care, not cut corners.
• ₱400 billion arrears – Government must pay what it owes. Health care funds are not optional; they are a moral obligation.
• Sacred trust fund – PhilHealth is the lifeline of millions. Diverted funds and zero subsidies have pushed it to the brink.

This is not just about numbers. It is about lives, dignity, and justice. The Filipino people deserve accountability and reform.
