Establish a One-Stop Shop for Land Title Transfer. 

🏡 Purpose:

✔️ To simplify, speed up, and make more transparent the transfer of land titles by creating a One-Stop Shop where all government agencies involved in the transfer process are available in one location or through one integrated digital system.

🏡 Background:

✔️ At present, transferring a land title requires property owners to visit multiple government offices, including the:

👉 Bureau of Internal Revenue (BIR)

👉 Local Treasurer's Office

👉 Registry of Deeds (LRA)

👉 City/Municipal Assessor's Office

👉 Other agencies when applicable (DENR, DAR, HLURB/DHSUD, etc.)

🏡 This process often results in:

✔️ Multiple trips and long waiting times. 

✔️ Higher transportation and processing costs. 

✔️ Confusion about documentary requirements. 

✔️ Delays in title transfers. 

✔️ Greater opportunities for fixers and corruption. 

🏡 Proposed Solution:

✔️ Create a Land Title Transfer One-Stop Shop that:

✔️ Accepts all required documents in one place.

✔️ Coordinates processing among all concerned agencies.

✔️ Allows applicants to track the status of their application online.

✔️ Uses a unified digital database to reduce repetitive submission of documents.

✔️ Provides a single payment system for applicable government fees and taxes.

🏡 Expected Benefits:

✔️ Faster processing of land title transfers

Reduced inconvenience and expenses for the public

✔️ Increased transparency and accountability

✔️ Reduced opportunities for illegal fixers

✔️ Improved ease of doing business

✔️ Better public trust in government services

Recommendation. 

👉 We respectfully urge Congress to study and enact legislation establishing a One-Stop Shop for Land Title Transfer nationwide, with strong inter-agency coordination and digital integration to make property transactions more efficient, secure, and citizen-friendly.

 BREAKING NEWS | “PURO PASS-ON NA LANG!” TULFO SUMABOG SA MERALCO SA SYSTEM LOSS CHARGE: “NAPAKAGANDANG NEGOSYO PALA 'TO—WALANG LOSSES!”

Nagliyab ang pagdinig ng Senate Committee on Energy nitong Hulyo 30 matapos harapang kuwestiyunin ni Sen. Erwin Tulfo, committee chairman, ang depensa ng Meralco sa kontrobersyal na system loss charge, isang singiling matagal nang ipinapasa sa milyon-milyong electric consumers.

Ayon kay Tulfo, maging si Meralco Chairman Manuel V. Pangilinan ay nagpahiwatig na maaaring malugi ang power distributor kung tuluyang aalisin ang system loss charge.

Ngunit lalo lamang uminit ang hearing nang ipaliwanag ng kinatawan ng Meralco kung bakit, anila, hindi praktikal na gawing zero ang non-technical system losses.

"Hindi naman papayagan ng anumang distribution utility na malugi sila dahil sa mga nagnanakaw ng kuryente. Mapipilitan silang gumastos para ma-curb o ma-eradicate ito. Kung mas malaki ang gagastusin nila kaysa sa magiging pakinabang ng customers sa pagtanggal ng system loss, hindi magiging fair sa consumers dahil mao-offset ang net benefit."

Sa madaling sabi, iginiit ng Meralco na kung sila ang sasalo sa buong gastos laban sa electricity theft at illegal connections, maaari ring bumalik sa consumers ang epekto sa ibang paraan.

Ngunit para kay Tulfo, mali ang mismong prinsipyong ipinaglalaban ng power distributor.

Hindi niya tinanggap ang argumento na dapat akuin ng consumers ang business risks ng isang pribadong kumpanya.

"I totally disagree with you. You're a business, yes. At the same time, you're catering to public service."

Ipinaalala ng senador na normal sa anumang negosyo ang magkaroon ng pagkalugi at dapat itong pinaglalaanan ng kumpanya, hindi ipinapasa sa publiko.

"Business, sir, ay may losses. Dapat you have to be prepared for that. Pinag-aralan ko 'yan sa eskwelahan. Normal sa isang negosyo ang magkaroon ng losses at dapat meron kayong allowance for losses."

Binatikos din niya ang ideya na ang dagdag na gastos ng Meralco sa paghabol sa mga jumper at illegal connections ay dapat ding ipasa sa buwanang electric bill.

"Are you saying na kapag kailangan ninyong magdagdag ng tao, ikakarga na naman sa bill namin? Hindi na problema ng consumer 'yan. Magdagdag kayo ng tao, mag-expand kayo—wala kaming pakialam doon. Ang gusto lang namin, kuryente."

Upang idiin ang kanyang punto, gumamit si Tulfo ng isang simpleng halimbawa.

"Kung nanakawan ang isang tindahan, tataasan ba niya lahat ng presyo ng paninda dahil nalugi siya? Dapat may allowance kayo sa losses. Ready dapat ang distribution utilities at electric cooperatives."

Lalong naging matalim ang mensahe ng senador nang sabihin niyang tila napakagandang negosyo ng electric distribution kung halos lahat ng pagkalugi ay naipapasa sa consumers.

"Bakit kami lagi? Kayo, wala na ba kayong sasagutin na losses? Puro na lang sa tao ang pass-on. Lahat na lang pinapass on. Napakagandang negosyo pala nito. Sana nagtayo na lang ako ng electric company—generation at distribution. Napakasarap pala ng negosyong ito. Walang losses."

Ipinaalala rin ni Tulfo na hindi mayamang bansa ang Pilipinas at bawat dagdag-singil sa electric bill ay direktang tumatama sa budget ng ordinaryong pamilya.

"Hindi tayo mayamang bansa. Yung sinisingil ninyo na ₱360, malaking halaga na 'yan. Imbes na pambili ng pagkain, kailangan pang ibayad sa kuryente."

Sa huli, mariin niyang sinabi na ang paghabol sa mga jumper, illegal metering at iba pang sanhi ng system loss ay responsibilidad ng Meralco bilang negosyo, hindi ng kanilang mga customer.

"Huwag ninyong sabihin na tataas na naman ang sisingilin sa consumer. Bakit sa amin? Bakit kami lagi ang sasalo? Problema ninyo 'yan. That is your business. Hindi kami parte ng Meralco."

Huwag magtiwala sa laway lang.

The "Squatter / Tenant" Status: Complicated 

Pinatira mo dahil sa "awa," pero nung kailangan mo na ang lupa mo, ayaw nang umalis at humihingi pa ng pambayad? 

Nangyayari ito sa napakaraming pamilya sa Pilipinas: 

"Kasi pinsan ko naman," "Kasi pinabantayan ko lang 'yung lupa habang nasa abroad ako." 

Pero pagdating ng araw na gusto mo nang gamitin o ibenta ang property mo, biglang sasabihin ng nakatira, “Hindi kami aalis dito kung hindi mo kami babayaran ng pang-relocate!” 🤯

Para hindi ka ma-hostage sa sarili mong lupa, alamin ang tamang legal step dito:

* The Truth About Ejectment: Hindi mo pwedeng basta baklasin ang bubong nila, putulan ng kuryente, o takutin sila. Sa ilalim ng batas, bawal ang "force" o "coercion." 

Kung gagawin mo 'yan, ikaw pa ang pwedeng makasuhan! 

* Ang Tamang Proseso:

    1. Magpadala ng pormal na Demand Letter to Vacate na gawa ng abogado. Bigyan sila ng sapat na araw (halimbawa, 15 to 30 days) para umalis.

    2. Kung dedma pa rin, i-akyat ang reklamo sa Barangay para makakuha ng Certificate to File Action.

    3. Magsampa ng kasong Unlawful Detainer o Forcible Entry sa Municipal Trial Court sa loob ng isang taon mula nung huling demand letter.

* Paano naman kung Agricultural Tenant (Magsasaka)? Ibang usapan 'to! Sila ay protektado ng DAR. 

Hindi mo sila pwedeng basta paalisin kahit sa iyo ang lupa, maliban na lang kung may sapat na "disturbance compensation" o dumaan sa tamang proseso ng DAR.

Tip: Kung magpapatira ka ng kamag-anak o kakilala para mag-bantay ng lupa mo, gumawa kayo agad ng written agreement o contract na nakasaad na "temporary" lang ito at aalis sila kapag kailangan na ang lupa. 

Huwag magtiwala sa laway lang, kahit gaano pa kayo ka-close! 👀

Bakit ako nagka cancer? "Lord, what do You want me to do next?"

Bakit ako nagka-cancer? May ginawa ba akong mali?

Ang daming "what ifs."

May history kami ng cancer sa family. My maternal grandmother had breast cancer, and she fought it bravely. Ang ginawa ko naman, I breastfed my children for a total of 11 years because I knew breastfeeding could help lower the risk of breast cancer.

So when I was diagnosed, I couldn't understand it.

I searched online for answers. I read article after article, hoping I'd find that one explanation that would finally make everything make sense.

But eventually, I got tired.

Kasi kahit malaman ko pa ang exact reason, hindi na mababago ang nangyari.

Doon nagbago ang perspective ko.

The question was no longer, "Why did I get cancer?"

The question became, "What should I do next?"

Ito ang mga ginawa ko, at sana makatulong din ito sa iba na same journey as mine.

1. Find doctors you trust.

Maghanap ng doctors na hindi lang magaling, kundi marunong ding makinig at magpaliwanag. Your medical team will become one of your biggest support systems.

2. Understand your diagnosis.

Ask about your cancer type, stage, prognosis, and treatment options. Walang maling tanong kapag buhay at kalusugan mo ang pinag-uusapan.

3. Know your treatment options.

Listen carefully. Ask about the benefits, possible side effects, and why a certain treatment is being recommended. The more you understand, the more confident you'll feel in your decisions.

4. Pray for wisdom and guidance.

There were many decisions I had to make. Hindi ko kayang mag-isa. I prayed that God would give me wisdom, peace, and the courage to take one step at a time.

5. Trust the process.

Once you've made your decision together with your doctors, trust the treatment plan. There will be difficult days, but every chemo, every procedure, every follow-up is one step closer to healing.

Hindi ko pa rin alam kung bakit ako nagka-cancer.

At tanggap ko na baka hindi ko na rin iyon masagot.

But today, I know this:

Instead of asking, "Why me?" I chose to ask, "Lord, what do You want me to do next?"

That question changed everything.

One step. One treatment. One day at a time.

And by God's grace, healing became my focus instead of fear.

Nais linawin ng Land Transportation Office (LTO) sa publiko na kasalukuyan nitong ipinatutupad ang Department of Transportation (DOTr) Memorandum Circular No. 001-2026, na nagtatakda ng polisiya hinggil sa hindi pagkukumpiska ng driver’s license sa oras ng apprehension.

Bilang pagsunod sa kautusan, pansamantalang hindi kinukumpiska ng mga law enforcement officers na may deputasyon mula sa LTO ang driver's license ng mga motoristang lumalabag sa batas-trapiko.

Kaugnay nito, nais ding linawin ng LTO na ang umiiral na jurisprudence ng Korte Suprema ay hindi nagtatakda ng pangkalahatang kapangyarihan ng mga traffic enforcement officers na magkumpiska ng driver’s license ng mga motorista. Gayundin, ang mga umiiral na administratibong issuances ng DOTr at Department of the Interior and Local Government (DILG), kabilang ang Joint Memorandum Circular No. 01, Series of 2008 ng dating DOTC at DILG, ay kinikilala na ang mga traffic enforcer ng mga local government unit (LGU) ay maaaring mag-isyu ng citation ticket ngunit walang legal na batayan upang kumpiskahin ang driver’s license ng mga motorista.

Patuloy na hinihikayat ng LTO ang lahat ng LGUs, traffic enforcement agencies, at mga motorista na sumunod sa umiiral na mga batas at regulasyon upang matiyak ang pantay, maayos, at makatarungang pagpapatupad ng batas-trapiko sa buong bansa.

Alam po namin na may tatlong dahilan kung bakit nagkakaroon ng system loss sa kuryenteng pumapasok sa bahay ng bawat Pilipino: 🤔

1. Ang una po ay ang system loss dahil sa natural na nawawala o humihinang kuryente, habang dumadaan po sa mga kable ito. 🤔

2. Ang pangalawa po ay ang system loss dahil sa mga luma na, at inefficient na kagamitan ninyo, at ang hindi tamang pagmemaintain nito. 🤔

3. At ang pangatlo po ay ang system loss dahil sa pagnanakaw at pandaraya sa kuryente ng mga kababayan nating barumbado. 🤔

At dahil malinaw na po ang tatlong uri ng system loss na ito; 🤔

Alam rin po namin na kung sino ang may kakayahan at kapangyarihang mapigilan o mabawasan ang mga ito; 🤔

Ay siyang dapat managot sa bawat pagkukulang nitong gawin ang kanyang trabaho. 🤔

1. Kaya pagdating po sa system loss dahil sa nawawalang kuryente habang lumalakbay ito, natural man o dahil luma na ang mga gamit ninyo; 🤔

Nararapat lang na paghahatian ito ng power plant, ng power transmitter, at ang power distributor na kayo mismo. 🤔

Kayo dapat ang mananagot nito, depende sa kuryenteng nawala habang nasa pangangalaga ninyo. 🤔

Dahil kayo po ang may kakayahan at kapangyarihang ayusin at iupgrade ang mga kagamitan ninyo; 🤔

At upang maincentivize po kayo na ayusin at pagandahin ang inyong serbisyo. 🤔

2. At pagdating naman po sa system loss dahil sa pagnanakaw o pandaraya ng mga barumbadong Pilipino; 🤔

Meralco rin po ang mananagot dito, dahil kayo po ang may kapangyarihang hulihin ang mga barumbadong ito; 🤔

At upang maincentivize po kayong gawin ng masinsinan ang bahaging ito ng inyong mandato. 🤔

Sa madaling salita po, walang system loss na dapat ipinapasa sa taumbayan, hindi lang dahil hindi naman namin ginamit ang kuryenteng ito; 🤔

Kundi wala po kaming kapangyarihan o kakayahan na pigilan o bawasan ang paglaganap nito. 🤔

Hindi ko po sinasabi na hindi dapat binabayaran ang system loss ninyo; 🤔

Dahil negosyo po kayo, at nararapat lang na kumikita rin kayo. 🤔

Ang sinasabi ko lang po, ay mali at hindi makatarungan, ang pagkakabalangkas ng batas at ng kontrata ninyo tungkol sa bagay na ito. 🤔

Dahil may kapangyarihan po kayo na i-charge nalang ang lahat ng system loss ninyo sa walang kamalay malay na mga consumer ninyo. 🤔

Kaya nawawalan na kayo ng incentive upang i-upgrade ang kagamitan ninyo, habulin ang mga magnanakaw ng kuryente ninyo; 🤔

At pagbutihin ang inyong serbisyo. 🤔

Dahil oo nga naman, nai-chacharge naman sa amin ang lahat ng ito, at wala naman kaming magagawa kundi lunukin ang karagdagang presyo. 🤔

Kaya ipaglaban po ninyo sa gobyerno na mabayaran ang system loss ninyo. 🤔

 

At malamang ay ipaglalaban rin ng gobyerno na lagyan ng cap o limit ito, para naman ganahan kayong pagbutihin ang inyong serbisyo. 🤔

Pero huwag niyo na po kaming idamay sa bayarang ito. 🤔

Dahil kami, ang taumbayan, ang dapat pinagsisilbihan ninyong pareho. 🤔

Bago ito maibenta o mailipat sa pangalan ninyo, kailangan muna bayaran ang Estate Tax sa BIR.

Tandaan: May 1-Year Deadline ang BIR mula sa araw ng pagpanaw. 

Kung lumampas, may patong na penalties at interes! Kaya ayusin ito agad sa 5 simpleng steps:

STEP 1: Ihanda ang mga Papel

Ipunin ang mga pangunahing dokumento:

* PSA Death Certificate ng namatay.

* TIN ng namatay at ng lahat ng tagapagmana.

* Extrajudicial Settlement (EJS) — kasunduan ng mga tagapagmana na pinanotaryo at nailathala sa dyaryo.

* Lupa/Bahay: Certified True Copy ng Titulo at Tax Declaration.

* Pera sa Bangko: Bank Certification.

STEP 2: Sagutan ang BIR Form 1801

* I-download ang eBIRForms software sa computer.

* Punan ang BIR Form 1801. Awtomatikong magko-compute ang system kung magkano ang tax.

STEP 3: Pumunta sa BIR (RDO)

* Ipasa ang mga papel sa BIR Revenue District Office (RDO) na sakop ang huling tirahan ng namatay.

* Kung sa ibang bansa siya nakatira, pumunta sa RDO 39 (South Quezon City).

STEP 4: Bayaran ang Tax

* Bayaran ang halagang itinakda ng BIR sa mga Authorized Agent Banks ng RDO.

* Pwede na rin magbayad online gamit ang GCash, Maya, o LandBank Link.Biz. Itabang mabuti ang resibo!

STEP 5: Kunin ang eCAR

* Pagkatapos ma-verify ang bayad, ibibigay ng BIR ang eCAR (Electronic Certificate Authorizing Registration).

* Ito ang pinaka-importanteng papel na hahanapin ng Registry of Deeds para mailipat ang bagong titulo sa pangalan niyo.

💡 TIP: May mga deductions o bawas sa tax ang BIR (gaya ng hanggang ₱5 milyong standard deduction at ₱10 milyon para sa Family Home). 

Kaya madalas, mas mababa ang babayaran kaysa sa inaakala niyo!

Huwag patagalin ang pag-aayos para maiwasan ang sakit sa ulo at malalaking multa!

"Remove the System Loss Charge." 

It sounds simple but is it?

System loss is the electricity lost as power travels through transmission and distribution lines. Some losses are unavoidable due to physics, while others result from inefficiencies or electricity theft.

The real question isn't whether system loss exists, it does. The bigger question is who should shoulder the cost.

If the charge is removed from your bill, the cost doesn't automatically disappear. Depending on the ERC's final policy, it could be absorbed by utilities, recovered through other charges, or shifted elsewhere.

A more sustainable long-term solution is to reduce avoidable system losses through better infrastructure, improved efficiency, and stronger enforcement against electricity theft. Lower losses mean lower costs for everyone.

Mga Tunay na Dahilan ng Pagkaantala ng Las Piñas Station ng LRT-1 Cavite South Extension Project.

●Naantala ang orihinal na alignment ng Las Piñas Station dahil sa pagtatayo ng C-5 Extension–Quirino Flyover ng DPWH.

●Ang flyover ay itinayo sa mismong koridor na nakalaan para sa orihinal na ruta ng LRT-1, kaya kinailangang baguhin ang disenyo at alignment ng proyekto.

●Dahil sa obstruction ng flyover, kinailangang i-realign o baguhin ang buong disenyo ng Las Piñas Station.

●Nagresulta ito sa panibagong engineering studies, redesign ng istasyon, at pagbabago sa alignment ng riles.

●Ang bagong alignment ay nagdulot ng panibagong Right-of-Way (ROW) requirements.

Mga lupang hindi kasama sa orihinal na plano ang kinailangang kunin o gamitin dahil sa binagong alignment.

●Nagkaroon ng matagal na negosasyon sa Right-of-Way Usage Agreement (ROWUA).

Hindi agad natapos ang kasunduan sa paggamit ng mga lupang kailangan para sa bagong alignment, dahilan upang lalo pang maantala ang proyekto.

●Kinailangan ding magsagawa ng panibagong parcellary survey, utility relocation, at iba pang technical works.

Kabilang dito ang paglilipat ng mga linya ng kuryente, tubig, at telekomunikasyon bago maisagawa ang konstruksyon.

●Ipinakita ng sitwasyon ang kakulangan sa koordinasyon ng mga ahensya ng pamahalaan.

Nauna ang pagtatayo ng C-5 Flyover kahit naaapektuhan nito ang orihinal na alignment ng LRT-1, na nagbunga ng malaking pagkaantala sa proyekto.

●Lumitaw rin ang isyu ng posibleng conflict of interest na kinasasangkutan ng Villar family.

●Dahil ang mga kumpanyang may kaugnayan sa Villar family ang may-ari ng ilan sa mga lupang naapektuhan ng binagong alignment, habang ang ilang miyembro ng pamilya ay humawak o humahawak ng mga pampublikong posisyon, nagkaroon ng mga tanong kung nagkaroon ba ng banggaan sa pagitan ng pribadong interes at pampublikong kapakanan.

●Dahil sa mga isyung ito, taon-taong naantala ang pagtatayo ng Las Piñas Station.

Ang pinakamalaking naging biktima ay ang milyun-milyong commuters mula sa Las Piñas, Parañaque, at Cavite na patuloy na nakakaranas ng matinding trapiko at mahabang oras ng biyahe.

“Twenty kilos of plastic waste—that’s what it takes to make one chair,” STABILO Philippines shared.

Discarded plastic that could have ended up in landfills or waterways is being transformed into durable school chairs for Filipino learners.

Through the “Color with STABILO, Provide a Chair for Students” campaign, STABILO partnered with The Plastic Flamingo, National Book Store, and Pandayan Bookshop to help turn collected plastic waste into classroom furniture.

Each chair uses around 20 kilograms of discarded plastic, giving difficult-to-recycle materials a second life while responding to the need for proper seating in schools.

The Plastic Flamingo processes locally collected waste into recycled material that can be used to manufacture school chairs. Its chairs are made from 100% recycled plastic and designed for schools that may lack adequate classroom furniture.

The initiative links environmental responsibility with education: plastic waste is diverted from disposal, while students receive seats that can support their everyday learning.

One chair may begin with wrappers, packaging, and other discarded materials—but after recycling, those same materials can become part of a learner’s classroom.

Para sa isang duktor, luxury na ang makatulog ng mahimbing. These past few days had been really exhausting.😩 Ang haba ng pila ng OPD clinic ko inaabot ako 2-3pm matapos kahit maaga ako nagsisimula. Kahit kasi gaano kahaba pila, ayokong magmadali sa pagtingin ng pasyente lalo na pag new patients. Ang lunch ko 3pm onwards na. Di ko rin ginagawang magsnack in between kasi kakain din yun ng oras. After ng clinic rounds pa ng in-patients then madami pang errands para sa pamilya. Tapos kung may mahirap kang kaso, isisingit mo pa aralin. Yes never ending na aral ang maging duktor. Grabe din puyat sa problematic patients yung mga blood sugar monitoring ng diabetic in patients ko may hourly, every 2 hours, every 4 hours kaya wala ako matinong tulog. Nung mas bata pa ako, kinakaya ko puyat. Pero sa paglipas ng panahon ramdam ko talaga na "tanders" na ako😂. Itong ilang araw medyo nalelate na ko ng dating sa OPD. Tinatalo na ako ng pagod at puyat. Sana makatawid na yung mga critically ill patients ko. Sabi nung isang co-doctor ko, yan mam yung magandang pagod kasi pera yan. Pero pag more than 10 days ka nang walang tulog, pakiramdam ko humihiwalay na talaga kaluluwa ko sa katawang lupa ko😂😂😂. Di na ko interesado kumita ng pera. Mas gusto ko na lang magpahinga. Kung pwede lang humingi ng time out sa pagiging duktor😂. Yung mga pasyente ramdam na din siguro pagod ko nacoconcern na sila sa akin. Ang sinasabi ko sa kanila, isama nyo na lang ako sa dasal nyo😃

𝐓𝐡𝐞 𝐍𝐚𝐦𝐞 𝐓𝐡𝐚𝐭 𝐖𝐚𝐬𝐧'𝐭 𝐀𝐟𝐫𝐚𝐢𝐝

Pia Cayetano tried something in that hearing room.

She reached for Stonehill v. Diokno, 1967. The case where the Supreme Court struck down the general warrants used to raid Harry Stonehill's offices five years earlier. The implication sat right there under her question: didn't your father lose that one, Congressman?

𝑺𝒉𝒆 𝒃𝒓𝒐𝒖𝒈𝒉𝒕 𝒂 𝒅𝒆𝒂𝒅 𝒎𝒂𝒏 𝒊𝒏𝒕𝒐 𝒂 𝑺𝒆𝒏𝒂𝒕𝒆 𝒉𝒆𝒂𝒓𝒊𝒏𝒈. 𝑨𝒔 𝒂 𝒘𝒆𝒂𝒑𝒐𝒏.

That is what happened. Before we talk about legal theory, before we talk about subpoenas and search warrants and the exclusionary rule, that is the thing to name.  

Jose W. Diokno has been dead since 1987. The case she cited is from 1967. She reached back nearly sixty years to use a dead man's name against his son.

In this culture, we know what that is. We don't need a law book to read it.

Here's what that case actually was.

Harry Stonehill ran a $50 million empire built on tobacco, cement, real estate, and a network of bribes so wide he kept a ledger of it. The Blue Book. Two hundred names. Senators, media men, government officials. A sitting president.

Jose W. Diokno was Justice Secretary. He raided Stonehill's offices in March 1962, seized six truckloads of documents, and found the book.

President Macapagal was in it. Three million pesos in campaign funds. Former President Carlos Garcia too. Both parties, Liberal and Nacionalista, because corruption in this country has never needed a party ID.

Macapagal didn't let the case run. He deported Stonehill without trial in August. Fired Diokno in May, before the deportation, for doing the job too well. Diokno's line on it has outlived every man in that Blue Book: how can the government now prosecute the corrupted when it has allowed the corrupter to go.

The warrants were later ruled too broad. That part is true. That's the law Pia cited. But he lost a legal technicality because he was the one man in that entire government who actually tried to open the book. 

The rest of the names are in it because they took the money. His name is in the case because he tried to prosecute them.

Martial law came after. Diokno was arrested in 1972, held without charge for two years. He kept going. Founded the Free Legal Assistance Group. Wrote the Diokno Bill of Rights speech from a cell.

He paid for that name every decade he carried it.

Chel didn't defend him. He didn't need to. He explained, evenly, that a subpoena is not a search warrant, that the two are governed by different rules, and moved on. No heat. No theater. Just the law, stated plainly, by someone who actually knows it.

𝐓𝐡𝐚𝐭 𝐯𝐨𝐢𝐜𝐞. 𝐓𝐡𝐚𝐭 𝐫𝐞𝐠𝐢𝐬𝐭𝐞𝐫. 𝐖𝐞 𝐡𝐚𝐯𝐞 𝐛𝐞𝐞𝐧 𝐰𝐚𝐢𝐭𝐢𝐧𝐠 𝐟𝐨𝐫 𝐢𝐭 𝐢𝐧 𝐭𝐡𝐚𝐭 𝐜𝐡𝐚𝐦𝐛𝐞𝐫 𝐟𝐨𝐫 𝐚 𝐥𝐨𝐧𝐠 𝐭𝐢𝐦𝐞.

Some names in Philippine public life are borrowed. Carried without the weight of what earned them. Useful for doors they open, quiet about what those doors actually cost. Pia and Allan know something about that. So does the country, if it is paying attention.

Chel stood in that hearing room and let his father's name do what it has always done. Not defend him. Confirm him.

She picked the one case in Philippine legal history where the son of the respondent knows the record better than the senator citing it.

We'll remember which names did the work.

2028 is not that far away.
