One stop

 Proposal to the Congress of the Philippines

Establish a One-Stop Shop for Land Title Transfer. 

🏑 Purpose:

✔️ To simplify, speed up, and make more transparent the transfer of land titles by creating a One-Stop Shop where all government agencies involved in the transfer process are available in one location or through one integrated digital system.

🏑 Background:

✔️ At present, transferring a land title requires property owners to visit multiple government offices, including the:

πŸ‘‰ Bureau of Internal Revenue (BIR)

πŸ‘‰ Local Treasurer's Office

πŸ‘‰ Registry of Deeds (LRA)

πŸ‘‰ City/Municipal Assessor's Office

πŸ‘‰ Other agencies when applicable (DENR, DAR, HLURB/DHSUD, etc.)

🏑 This process often results in:

✔️ Multiple trips and long waiting times. 

✔️ Higher transportation and processing costs. 

✔️ Confusion about documentary requirements. 

✔️ Delays in title transfers. 

✔️ Greater opportunities for fixers and corruption. 

🏑 Proposed Solution:

✔️ Create a Land Title Transfer One-Stop Shop that:

✔️ Accepts all required documents in one place.

✔️ Coordinates processing among all concerned agencies.

✔️ Allows applicants to track the status of their application online.

✔️ Uses a unified digital database to reduce repetitive submission of documents.

✔️ Provides a single payment system for applicable government fees and taxes.

✔️ Faster processing of land title transfers

Reduced inconvenience and expenses for the public

✔️ Increased transparency and accountability

✔️ Reduced opportunities for illegal fixers

✔️ Improved ease of doing business
