Just my share of thoughts regarding Analog and Digital TV and some questions that needs to be answered (at least legally, so let the legal experts resolve this). At least this is from what I understand since I'm an ECE graduate.
First, what we might know for a fact:
1. The common television broadcasts use ANALOG technology, which is prone to fading, snow, and ghosts (yes, there's ghosts! but not the one you are thinking of). Analog TV operates within the UHF (300 MHz - 3 GHz) band, also known as the decimeter band. Each tv channel operates within a specific frequency. Example, DZBB-TV (also known as GMA Network Inc.) is operating at the UHF Channel 15 (479.143 MHz).
2. Currently there is the emergence of DIGITAL TV which reproduces crystal-clear picture without fading or interference. Of course, this is what we want! The problem is, older Analog TV cannot receive digital transmission. So we need a new type of receiver. Nowadays, we buy digital tv receivers (TV Plus and the likes).
3. Digital technology also enables TV stations to broadcast multiple channels with different programming under the same frequency. For example, ABSCBN Corporation under UHF Channel 16 (485.143 MHz) was able to have several LCN's (logical channel numbers) or digital channels within their allocated frequency. This includes Knowledge Channel, O Shopping, Jeepney TV, MYX. However, the same ABSCBN Corporation also have operations under UHF Channel 43 (647.143 MHz) which includes Sports+Action, CINEMO!, YEY!, DZMM Teleradyo as well as KBO. KBO is a pay-per-view digital channel, meaning you need to pay first before you can watch its shows.
The question is, why ABSCBN has two UHF frequencies in NCR being used? Is this two separate franchise contracts? Are this just ok for one TV Network to have two UHF Channels? If you look at the list of digital television stations, TV5 Network Inc is also using two UHF channels (Ch18, 497.143 MHz and Ch51, 695.143 MHz). The only difference between ABSCBN and TV5 is that TV5 do not have "encrypted" digital channels whereas ABSCBN has lots of them and you can only watch thru a digital box called TV Plus. Also, TV5 do not have pay-per-view digital channel while ABSCBN has KBO.
So this issue question onto why ABSCBN is doing pay-per-view under a program (in this case, KBO) that is operating under a frequency that is government-owned or regulated? I think this is the hurdle onto why their franchise application is having problems since 2014.
