Prrd address 05122020

#OursDuterte: President Rodrigo Roa Duterte and the members of the Cabinet addressed the nation this morning, May 12, 2020.

- ECONOMY is resilient
- TEST, TRACE, TREAT national action plan
- FOLLOW the guidelines of the Government
- PRESIDENTIAL SPOKESPERSON to announce the details of the ECQ, GCQ implementation 12 noon today via PTV and the Presidential Communications (Government of the Philippines) social media platforms


Secretary Carlos Dominguez III, Department of Finance:
1. Top 10% in the world in economic resiliency. The best in Southeast Asia.

2. The sound policies of the President have made our economy strong. This is approach of saving for the rainy day has given us ample space to finance the fight against COVID-19.

3. Inflation in April is 2.2%.

4. We should reinstate the Build Build Build Program.

5. Hire contract tracers en masse to provide jobs. We temporarily lost 1.2 to 1.5 million jobs.

6. To attract foreign investors, this will involve the immediate passage of the CITIRA, or TRAIN package 2.

7. We must promote manufacturing with inelastic demand such as food. Support the whole food value chain, production, food markets, etc.

8. Our problem is that people are not buying things. We have to stimulate demand. Build Build Build. Push food production.


Secretary Carlito Galvez, National Chief Implementer:
9. We cannot endure ECQ for an extended period of time. We have to balance health and economy.

10. According to WHO, any plans to ease ECQ, hinay hinay lang po to prevent resurgence of the disease.

11. Plan is COVID-carrier centric. End to end TEST, TRACE, TREAT mechanism.

12. We have more or less 20,000 stranded OFW in Manila.


President Duterte:
13. It must be very clear to the people why they can or cannot work.

14. Napag usapan lahat kung ano gawin. Although nakasulat na, it was put on the table for discussion.

15. It behooves upon Secretary Roque via PTV to discuss what has been decided.

17. I greet all the mothers a belated happy mothers day. Yung mga nanay na nawalan ng anak fighting COVID, you have our kind thoughts and prayers.

18. I also remember my mother, Soledad. She was very good. Naging presidente ako.

19. God has chosen me to work in the national Government. Eto lahat trabaho para sa kapwa tao.

20. I assure you, there is no corruption allowed. I have fired several officials.

21. It’s an extreme rare privilege to serve in the Government.

22. The lockdown will be explained thoroughly by Secretary Roque. The new normal.

23. The easing up of restrictions, hindi ibig sabihin wala na ang COVID. Dahan dahan lang para di tayo madapa because we cannot afford a second or third wave.

24. Do not go out of your house without a mask. This is a must. Must comply. Kung wala kang mask, you endanger the person in front of you.

25. Social distancing is the new life. Until such time na meron ng vaccine.

26. COVID is very lethal. Can go either way, tulog sa punerarya or sa bahay ninyo.

27. May mga lugar mag remain sa lockdown. Tingnan ng mga doctors gano kabilis ang hawa. Pag malaki yan, sarado yan. Bantayan ninyo.

28. Simple lang hinihingi ng gobyerno. Walang lumabas. Kayong mga estudyante makinig kayo, kung sabihin ko walang klase hanggang Disyembre: talon at palakpak. Pero sabihin naman ng mga tao, gago itong Duterte. Di kaya ang COVID. Umalis ka na diyan.

29. I had a nightmare on the distribution of the SAP. Takot ako baka ma kurakot ito. Ma cuttingan ito. I will ask Secretary Bautista to request his former colleagues sa military na magpatulong siya sa pag distribute ng pera.

30. I have nothing against males, pero ang empathy at puso ng mga babae bilin ako. The female members of the AFP may help in the distribution.

31. These coming days, you’ll see more of the fighting spirit.

33. We are at the disposal of our destiny. Sundin niyo lang ang patakaran ng Gobyerno at mabubuhay kayo.
