 The Flood Control subproject in Barangay Aramaywan, Narra, Palawan, was implemented under the Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) program of the Department of Social Welfare and Development (DSWD).


This subproject involved the construction of a 130 linear meter flood control structure along the critical section of the local creek, amounting to a total cost of ₱3,400,000.00. It was successfully completed on June 30, 2018.


The initiative was proposed directly by the community after experiencing continuous soil scouring and recurrent flooding that threatened their homes and livelihood. Unlike conventional infrastructure projects, this flood control system was not built by a private contractor, but by the residents themselves, exemplifying the spirit of community-driven development.


The significance of this project was tested during Severe Tropical Storm Maring on October 21, 2021, which brought widespread flooding in several areas of Narra, including Barangay Aramaywan. While surrounding communities were severely affected, the presence of the flood control structure safeguarded 309 households in Aramaywan from the hazards of flooding.


Now on its 7th year since completion, the project remains in excellent condition, continuously protecting the lives, homes, and livelihoods of the residents. This enduring impact highlights the strength of community ownership, as well as the quality and sustainability of projects undertaken through the KALAHI-CIDSS approach.


This subproject is a concrete example of what Community-Driven Development (CDD) stands for:


Participation – where communities themselves identify their needs and prioritize interventions;


Transparency – where decisions and processes are open and inclusive;


Accountability – where community members take direct responsibility in implementing and maintaining their projects


The Flood Control Project of Aramaywan is more than an infrastructure, it is a testament to the power of empowered communities working together for safety, resilience, and progress.
