Paano ako makakaisa

 THE PHILIPPINES NEEDS MORE LAWS?

I fell in love with Japan from the first-time I went there.

Besides the 24/7 Don Quijote, the busy Shibuya Crossing, 

the never-late trains, the best 7-11s in the world, 

and thousand reasons more…

One thing that was shockingly unforgettable was…


No one crossed the street even at midnight,

eventhough there were no cars passing!

The Japanese just stand and patiently wait by the edge of the street,

waiting for the “walk” signal light to turn green…

then they cross the street diligently staying on the path of the pedestrian lane.


Is there a government law for this? 

None. It is a culture.


Same thing as riding the MRT stations, 

walang sumisingit sa pila. 

AS IN WALANG SUMISINGIT.


Is there a law for this? 

No. It is culture.


May nagtatapon ng basura sa streets nila? 

I remember me and wifey once were walking for over an hour sa inner roads, 

I said, Hon, grabe! Ang tagal na nating naglalakad…. 

wala paring basura even in the inner streets!

One Pinay in Japan said to us, 

“They keep their garbage sa plastic or sa bag,

hindi nila kultura yung tinatapon sa daan…or kung saan-saan.”


Is there a law for this?

None. It is a culture.


One time I called my wife, “Hon, tingnan mo! 

May mga fish sa maliit na estero sa tabi ng kalsada!”

Wow, the smell of every body-of-water in the city was so clean & fresh.

None. It is a culture.


One mentor asked me to write a short summary 

of the TOP VALUES ng bawa’t country I get to visit. 


Sa Japan, I wrote—-DISCIPLINE, HONOR, INTEGRITY, 

RESPECT(respect for others—kaya kelangan tahimik sila sa MRT, respect for nature—-the way they take care of rivers, forests, parks)


Dito sa Pinas ano top values?


ENTITLEMENT.

How many times have you seen VANDALISM in the streets?

Spray-painting houses, walls, gates na hindi naman sa kanila…

Throwing garbage & human feces into the river…

Pati sa state colleges na funded by the govt,

SINUSUNOG pa nila ang MGA UPUAN, etc.

To which some brilliant writers have said, 

“Why we Filipinos CANNOT HAVE GOOD THINGS…(IS BECAUSE WE DESTROY THEM)”


Magpa-park(haharang) sa driveway ng iba.

Magtatayo ng personal encroachment sa public kalsada.

Magsa-squatter sa lupa na hindi kanila….

Pag kinorek, sila pa galet.(Wala pa dyan yung umutang sayo na hindi nagbayad😆🤣)

Mga binigyan na ng bahay sa 4Ps, 

puro reklamo pa…


LOW ACCOUNTABILITY. 

The list goes so long and so far. 

Has anyone been prosecuted for the Dengavaxia deaths?

Has the 54-year NPA insurgency with estimated 40,000 deaths been made accountable?

Sabi ng marami sa socmed—

kapag sa ibang countries daw nangyare ang political scandals, nag-resign na,

pero sa Pinas daw, they get re-elected pa.😎


And the top one—“PAANO MAKAKAISA?”

One veteran friend in politics said to me, 

“Maraming pumapasok sa politika 

with good intentions to change the system,

pero honestly, pagpasok mo, 

at nakita mo kung gaano kadumi ang sistema,

ikaw eventually ang kakainin nyan.

Yang mga grabeng nagco-complain sa gobyerno, 

kapag yan nakapasok sa loob, 

at nakita nila kung magkano ang kitaan,

at may access na sila sa perang magpapayaman sa kanila….

they eventually become part of the system…

PARA ITO SA IKAYAYAMAN NG PAMILYA KO.”


So now back to the anomalous 

nationwide flood-control projects…

Bago ba ito? Hindi.

As many say, this is just PORK BARREL 

MORPHING INTO NEW LEGAL FORMS.


When I was young and idealistic, I used to think—

WE NEED MORE LAWS, MORE LAWS, MORE LAWS…

pero the older I get, 

tama yung sinabi ng marami…

WE HAVE SO MANY LAWS, 

BUT CANNOT EVEN IMPLEMENT THEM PROPERLY.

BECAUSE WE HAVE VERY LOW

DISCIPLINE & INTEGRITY as a culture.


Just like crossing the street in Japan,

DO THEY NEED LAWS TO ENFORCE this disciplined 

crossing of the street using pedestrian lanes?

No. 

It is just plain culture ingrained 

since they were children.


Only now did I realize…

GAZILLION LAWS…WITHOUT the RIGHT CULTURE 

is actually quite powerless & toothless.


At the end of the day, a lot of us 

are just looking out for 

“PAANO AKO MAKAKAISA?”
