- Reflections on Mayor Vico Sotto’s 10 Guiding Principles and Why Every Filipino Should Read Them Before the Next Election


Hindi lang graduates ng UP College of Law ang kinausap ni Mayor Vico Sotto sa commencement speech niya noong isang linggo.

Sa totoo lang, parang buong Pilipinas ang kinausap niya.

Ang kanyang 𝟏𝟎 𝐆𝐮𝐢𝐝𝐢𝐧𝐠 𝐏𝐫𝐢𝐧𝐜𝐢𝐩𝐥𝐞𝐬 ay hindi lang survival guide para sa mga abogado o sa mga papasok sa public service. They are a blueprint for 𝐞𝐭𝐡𝐢𝐜𝐚𝐥 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 - and perhaps an 𝐚𝐧𝐭𝐢𝐝𝐨𝐭𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐨𝐟 𝐜𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧, 𝐛𝐥𝐢𝐧𝐝 𝐥𝐨𝐲𝐚𝐥𝐭𝐲, 𝐚𝐧𝐝 𝐦𝐨𝐫𝐚𝐥 𝐜𝐨𝐦𝐩𝐫𝐨𝐦𝐢𝐬𝐞 that has quietly taken root in our politics.

Pinakamatatak ang sinabi niya:

👉 “𝐓𝐡𝐞 𝐬𝐲𝐬𝐭𝐞𝐦 𝐫𝐚𝐫𝐞𝐥𝐲 𝐬𝐰𝐚𝐥𝐥𝐨𝐰𝐬 𝐩𝐞𝐨𝐩𝐥𝐞 𝐢𝐧 𝐨𝐧𝐞 𝐛𝐢𝐭𝐞. 𝐈𝐭 𝐜𝐨𝐧𝐬𝐮𝐦𝐞𝐬 𝐲𝐨𝐮 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐬𝐦𝐚𝐥𝐥 𝐜𝐨𝐦𝐩𝐫𝐨𝐦𝐢𝐬𝐞𝐬.”

Isang pangungusap. Pero parang buong kasaysayan ng Philippine politics ang nilalaman.

Because corruption rarely begins with billions.

It begins with one excuse.

“Kaibigan ko naman.”
“Mabait naman siya.”
“Ganito talaga ang pulitika.”
“Lahat naman sila magnanakaw.”

Hanggang sa ang abnormal ay nagiging normal.

At doon nagsisimulang kainin ng sistema ang tao.

Ito ang mga Guiding Principles na binanggit ni Mayor Vico:

1️⃣ Preparation is more important than courage.

Maraming gustong maging matapang. Pero courage without preparation can become recklessness.

Hindi sapat ang tapang kung kulang sa kaalaman.

In government, slogans cannot replace competence.

Ang tunay na lider ay hindi lang marunong humarap sa krisis - 𝐡𝐚𝐧𝐝𝐚 𝐧𝐚 𝐬𝐢𝐲𝐚 𝐛𝐚𝐠𝐨 𝐩𝐚 𝐝𝐮𝐦𝐚𝐭𝐢𝐧𝐠 𝐚𝐧𝐠 𝐤𝐫𝐢𝐬𝐢𝐬.

Preparation is respect for the people you serve.

2️⃣ Make a list of your non-negotiables - and review them regularly.

Ito marahil ang 𝐩𝐮𝐬𝐨 𝐧𝐠 𝐛𝐮𝐨𝐧𝐠 𝐬𝐩𝐞𝐞𝐜𝐡.

Kung wala kang malinaw na prinsipyo, ang sistema ang gagawa ng prinsipyo para sa iyo.

Today it’s one small favor.

Tomorrow it’s one questionable contract.

The next day, it’s billions.

Corruption doesn’t happen overnight.

It grows one compromise at a time.

Kaya dapat 𝐦𝐚𝐲 𝐦𝐠𝐚 𝐛𝐚𝐠𝐚𝐲 𝐧𝐚 𝐡𝐢𝐧𝐝𝐢 𝐤𝐚𝐢𝐥𝐚𝐧𝐦𝐚𝐧 𝐩𝐮𝐰𝐞𝐝𝐞𝐧𝐠 𝐢𝐩𝐚𝐠𝐩𝐚𝐥𝐢𝐭 - 𝐡𝐨𝐧𝐞𝐬𝐭𝐲, 𝐩𝐮𝐛𝐥𝐢𝐜 𝐭𝐫𝐮𝐬𝐭, 𝐭𝐫𝐮𝐭𝐡, 𝐚𝐧𝐝 𝐢𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲.

3️⃣ When in doubt, choose faith, conscience, and integrity over money, power, and ambition.

Money whispers.

Power seduces.

Ambition blinds.

Conscience quietly asks: “Tama ba talaga ito?”

History rarely remembers people because they became powerful.

𝐇𝐢𝐬𝐭𝐨𝐫𝐲 𝐫𝐞𝐦𝐞𝐦𝐛𝐞𝐫𝐬 𝐭𝐡𝐨𝐬𝐞 𝐰𝐡𝐨 𝐫𝐞𝐟𝐮𝐬𝐞𝐝 𝐭𝐨 𝐬𝐞𝐥𝐥 𝐭𝐡𝐞𝐢𝐫 𝐩𝐫𝐢𝐧𝐜𝐢𝐩𝐥𝐞𝐬.

4️⃣ Study cognitive dissonance and identify how it affects your decisions and opinions.

Napakalalim nito.

𝐂𝐨𝐠𝐧𝐢𝐭𝐢𝐯𝐞 𝐝𝐢𝐬𝐬𝐨𝐧𝐚𝐧𝐜𝐞 is our tendency to defend what we already want to believe - even when facts say otherwise.

Kapag paborito natin ang isang politiko, madali nating i-excuse ang mali.

Kapag kalaban naman, kahit maliit na pagkakamali, pinalalaki.

Hindi na facts ang pinapakinggan.

Loyalty na.

This principle isn’t only for politicians. It’s also for every voter.

5️⃣ Step outside your echo chamber from time to time.

Social media has given us information.

It has also trapped many of us inside digital bubbles.

Kapag puro kapareho lang ng opinion natin ang naririnig natin, unti-unti nating iniisip na tayo lang ang tama.

𝐃𝐞𝐦𝐨𝐜𝐫𝐚𝐜𝐲 𝐠𝐫𝐨𝐰𝐬 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐝𝐢𝐚𝐥𝐨𝐠𝐮𝐞, 𝐧𝐨𝐭 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐞𝐜𝐡𝐨 𝐜𝐡𝐚𝐦𝐛𝐞𝐫𝐬.

6️⃣ Check your ego every single day.

Power has a dangerous side effect - it convinces people they can no longer be wrong.

Kapag lumaki ang ego, lumiliit ang kakayahang makinig.

𝐇𝐮𝐦𝐢𝐥𝐢𝐭𝐲 𝐢𝐬𝐧’𝐭 𝐰𝐞𝐚𝐤𝐧𝐞𝐬𝐬. 𝐈𝐭 𝐢𝐬 𝐨𝐧𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐬𝐭 𝐟𝐨𝐫𝐦𝐬 𝐨𝐟 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩.

7️⃣ Keep people in your life who share your principles, values, and beliefs.

Character is contagious.

So is corruption.

Kung ang nakapaligid sa iyo ay puro “Yes, Boss,” don’t expect honesty.

𝐑𝐞𝐚𝐥 𝐟𝐫𝐢𝐞𝐧𝐝𝐬 𝐝𝐨𝐧’𝐭 𝐩𝐫𝐨𝐭𝐞𝐜𝐭 𝐲𝐨𝐮𝐫 𝐦𝐢𝐬𝐭𝐚𝐤𝐞𝐬 - 𝐭𝐡𝐞𝐲 𝐩𝐫𝐨𝐭𝐞𝐜𝐭 𝐲𝐨𝐮𝐫 𝐜𝐡𝐚𝐫𝐚𝐜𝐭𝐞𝐫.

8️⃣ Allow those people to keep you grounded.

Every leader needs people who can say, “Mali ka rito.”

And every citizen needs friends who are willing to tell them, “Fact-check muna.”

𝐆𝐫𝐨𝐮𝐧𝐝𝐞𝐝 𝐩𝐞𝐨𝐩𝐥𝐞 𝐫𝐞𝐦𝐞𝐦𝐛𝐞𝐫 𝐭𝐡𝐚𝐭 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐢𝐬 𝐬𝐞𝐫𝐯𝐢𝐜𝐞 - 𝐧𝐨𝐭 𝐞𝐧𝐭𝐢𝐭𝐥𝐞𝐦𝐞𝐧𝐭.

9️⃣ Give them permission to hold you accountable.

Napakabihira nito.

Most people in power welcome applause.

Few welcome correction.

But accountability is not an insult. It is protection.

𝐓𝐡𝐞 𝐦𝐨𝐦𝐞𝐧𝐭 𝐥𝐞𝐚𝐝𝐞𝐫𝐬 𝐟𝐞𝐚𝐫 𝐪𝐮𝐞𝐬𝐭𝐢𝐨𝐧𝐬 𝐦𝐨𝐫𝐞 𝐭𝐡𝐚𝐧 𝐰𝐫𝐨𝐧𝐠𝐝𝐨𝐢𝐧𝐠, 𝐝𝐞𝐦𝐨𝐜𝐫𝐚𝐜𝐲 𝐛𝐞𝐠𝐢𝐧𝐬 𝐭𝐨 𝐰𝐞𝐚𝐤𝐞𝐧.

🔟 Maintain a healthy respect for the status quo while remaining willing to challenge it.

Hindi lahat ng tradisyon ay masama.

Hindi rin lahat ng pagbabago ay mabuti.

Wisdom lies in knowing what must be preserved - and what must be reformed.

𝐆𝐨𝐨𝐝 𝐥𝐞𝐚𝐝𝐞𝐫𝐬 𝐝𝐨𝐧’𝐭 𝐝𝐞𝐬𝐭𝐫𝐨𝐲 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬 - 𝐭𝐡𝐞𝐲 𝐬𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐭𝐡𝐞𝐦.


🛑 The Real Audience Wasn’t Just the Graduates

Habang binabasa natin ang sampung prinsipyong ito, madaling isipin na para lang ito sa mga abogado.

Pero hindi.

Para rin ito sa ating mga botante.

Every election, we complain about corruption.

Pero every election, marami pa ring bumoboto nang hindi man lang nagsasaliksik o nag-do-double-check.

We spend weeks comparing smartphones.

Hours reading reviews before buying a refrigerator.

Days or even weeks choosing a place for our vacation.

Pero ang taong hahawak ng bilyun-bilyong piso ng buwis natin?

Minsan sapat na ang isang catchy campaign jingle.

Isang viral TikTok.
Isang celebrity endorsement.
Isang sikat na apelyido.

Hindi ba ironic iyon?

Before we vote, we should ask harder questions.
- Ano ang track record niya?
- Ano ang ginawa niya bago pa siya nangampanya?
- May ebidensya ba ng integridad?
- Paano niya hinawakan ang kapangyarihan noong mayroon na siya nito?
- Kapag nagkamali ba siya, marunong ba siyang umamin?

Because character is measured not by promises made during campaign season - but by decisions made when no cameras were watching.

The quality of our leaders will almost always reflect the quality of our choices.

Kung paulit-ulit nating pinipili ang charisma over competence…

Popularity over performance…

Blind loyalty over accountability…

Then we should not be surprised if corruption keeps returning every election cycle.

Democracy does not collapse overnight.

It slowly weakens every time voters reward personality over principles.


📌 A Plea to Every Filipino Voter

Sa susunod na eleksyon, huwag tayong bumoto dahil lamang sa surname.

Huwag dahil sikat.
Huwag dahil mahusay magsalita.
Huwag dahil sa dami ng followers.
At huwag dahil iyon ang sinabi ng paborito nating influencer o ng ating political tribe.

Research.
Read beyond the headlines.
Verify claims.
Study their credentials.
Examine their track record.

Look at how they handled power long before they asked for more of it.

Most importantly, ask yourself:

Would I trust this person with my family’s future - not just with my vote?

Because every ballot is more than a political choice.

It is a 𝐦𝐨𝐫𝐚𝐥 𝐜𝐡𝐨𝐢𝐜𝐞.

The Philippines will not change simply because one honest leader emerges.

𝐎𝐮𝐫 𝐜𝐨𝐮𝐧𝐭𝐫𝐲 𝐰𝐢𝐥𝐥 𝐜𝐡𝐚𝐧𝐠𝐞 𝐰𝐡𝐞𝐧 𝐦𝐢𝐥𝐥𝐢𝐨𝐧𝐬 𝐨𝐟 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨𝐬 𝐝𝐞𝐜𝐢𝐝𝐞 𝐭𝐡𝐚𝐭 𝐢𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲 𝐢𝐬 𝐧𝐨𝐭 𝐨𝐩𝐭𝐢𝐨𝐧𝐚𝐥, 𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐞 𝐢𝐬 𝐧𝐨𝐭 𝐧𝐞𝐠𝐨𝐭𝐢𝐚𝐛𝐥𝐞, 𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐨𝐟𝐟𝐢𝐜𝐞 𝐢𝐬 𝐚 𝐩𝐮𝐛𝐥𝐢𝐜 𝐭𝐫𝐮𝐬𝐭 - 𝐧𝐨𝐭 𝐚 𝐟𝐚𝐦𝐢𝐥𝐲 𝐡𝐞𝐢𝐫𝐥𝐨𝐨𝐦 𝐨𝐫 𝐚 𝐩𝐨𝐩𝐮𝐥𝐚𝐫𝐢𝐭𝐲 𝐜𝐨𝐧𝐭𝐞𝐬𝐭.

Perhaps that is the deeper lesson behind Mayor Vico Sotto’s speech.

The question is no longer just:
❌ “Who deserves our vote?”

The more important question is:
✅ “𝐀𝐫𝐞 𝐰𝐞 𝐟𝐢𝐧𝐚𝐥𝐥𝐲 𝐫𝐞𝐚𝐝𝐲 𝐭𝐨 𝐛𝐞𝐜𝐨𝐦𝐞 𝐭𝐡𝐞 𝐤𝐢𝐧𝐝 𝐨𝐟 𝐞𝐥𝐞𝐜𝐭𝐨𝐫𝐚𝐭𝐞 𝐭𝐡𝐚𝐭 𝐫𝐞𝐟𝐮𝐬𝐞𝐬 𝐭𝐨 𝐥𝐞𝐭 𝐭𝐡𝐞 𝐬𝐲𝐬𝐭𝐞𝐦 𝐤𝐞𝐞𝐩 𝐟𝐞𝐞𝐝𝐢𝐧𝐠 𝐨𝐧 𝐬𝐦𝐚𝐥𝐥 𝐜𝐨𝐦𝐩𝐫𝐨𝐦𝐢𝐬𝐞𝐬?”

Because nations are not only shaped by the leaders they elect.

They are shaped by the standards their people refuse to lower.
