DPWH Final Project Payment Process

The DPWH payment process for finished projects involves a contractor submitting final billings and documentation after the Certificate of Completion is issued by the Implementing Office (IO) following a satisfactory project inspection. The contractor receives final payment, including the release of retention money, upon successful issuance of this certificate and verification of all required documents by the DPWH Accounting Division. 

Steps for Final Project Payment

1. Project Completion and Inspection: The contractor must complete the project according to the contract plans and specifications. 
2. Certificate of Completion (COC) Request: The contractor requests a Certificate of Completion from the Head of the Implementing Office (IO). 
3. Final Inspection Report: The Inspectorate Team conducts a final inspection and submits a report stating the project is satisfactorily completed. 
4. COC Issuance: The Head of the Implementing Office (IO) issues the Certificate of Completion, which is a key step for the remaining payment. 
5. Final Billings and Documentation: The contractor prepares and submits final billings and all necessary supporting documents to the DPWH, including those for the remaining balance of the progress billings (up to 90%) and the release of retention money. 
6. Document Verification: The DPWH Accounting Division verifies the completeness of the billing documents submitted by the contractor. 
7. Final Payment: Upon verification and issuance of the Certificate of Completion, the contractor receives the final payment, including the release of retention money and the remaining balance of the progress billings.
