DPWH Project bidding process.

The DPWH project bidding process in the Philippines, governed by Republic Act 9184 (RA 9184), involves bid solicitation, bid preparation and submission (both manual and electronic options), and bid evaluation and selection where bidders are first screened for eligibility, then their bids are opened, evaluated, and subjected to post-qualification. The process concludes with the contract negotiation and awarding of the contract to the lowest responsive and qualified bidder. 

1. Bid Solicitation 

Advertisement: The DPWH publishes an Invitation to Apply for Eligibility and to Bid, making the Bidding Documents available to interested parties.

Pre-bid Conference: A conference may be held to discuss the project's scope, requirements, and any clarifications for potential bidders.

2. Bid Preparation and Submission

Bidding Documents: Interested bidders purchase and carefully review the Bidding Documents, which detail the project's objectives, scope, eligibility requirements, and contract terms.
 
Eligibility Check: Bidders must first meet the eligibility criteria, which can be determined through the DPWH's Contractor Profile Eligibility Process (CPEP) and through submitted Class "A" and technical documents. 

Bid Preparation: Bidders prepare their bids, which must include a bid security in an acceptable form. 

Submission: Bids can be submitted manually or electronically through the DPWH or Phil-GEPS website. 

3. Bid Evaluation and Selection

Bid Opening: Bids are opened publicly on the specified date and time. 

Preliminary Examination: Bids undergo a preliminary examination to check for completeness and compliance. 

Bid Evaluation: The bids are evaluated to determine the lowest calculated bid. 

Post-qualification: The lowest responsive bidder is then subjected to a post-qualification process to confirm their eligibility and capability to perform the project. 

4. Contract Negotiation and Award

Contract Negotiation: The contract is negotiated with the selected bidder. 

Award of Contract: The contract is awarded to the qualified bidder who submitted the lowest responsive bid.

Supplemental/Bid Bulletins: Bidders are responsible for inquiring about and securing any supplemental bid bulletins that may be issued.
