The House three-panel probe must summon Rep. Zaldy Co, former Chair of the House Appropriations Committee, without delay. His name is repeatedly linked to flood control projects flagged for anomalies, substandard execution, and ghost implementation.

As Rep. Terry Ridon rightly stated, if there is verifiable evidence connecting Co to companies involved in anomalous transactions, the House is compelled to act 

But this is not just about one man.

This is about the bicameral committee that finalized the 2025 General Appropriations Act—a budget that:

• Gave ₱545 billion to flood control projects

• Awarded ₱31 billion to contractors linked to political families

• Delivered zero subsidy to PhilHealth

• Ignored the Sin Tax Law’s earmark for health and education

• Enabled the transfer of public health funds to infrastructure pork

This is not budgeting.

This is betrayal.

We demand that the members of the bicameral conference committee—both from the House and Senate—be named, scrutinized, and held accountable. They passed the worst budget in Philippine history. A budget that weaponized public finance against the poor. A budget that defunded survival.

• 🔍 Full audit of flood control contracts and contractor ties
