President Rodrigo Roa Duterte and Cabinet members addressed the nation tonight (April 13, 2020).

- PURCHASE of 900,000 rapid test kits
- PROTECTING the health workers
President Duterte:
1. To my countrymen, I hope you had a very good communion with God during Easter. Ang national ID sana makatulong. Pero etong mga Left, ayaw. Kaya ngayon wala tayong ID system.
2. Gusto ko lahat mabigyan. Ayaw ko may mamatay na Pilipino na gutom! May survey tayo, kung sino wala sa listahan, para mabigyan.
3. Problema ninyo, problema rin namin, ng Gobyerno. Hindi tayo maubusan ng pera kasi mag utang tayo.
4. May pinapatatamaan ako. Ang mga Pilipino mismo. Countries who are lukewarm, who are refusing to understand. America is part of the problem of the Filipinos now. Sa karami ng natamaan sa kanila. Maskin mga nurse natin kinukuha nila.
5. Our numbers are increasing. 4,932 cases. Recovered 242. Patay 315. Ok na toh. Nag decide tayo mag lockdown. Mga turista galing China di natin pinapasok. Sinara ko na kaagad. Sa ibang lugar, libo na ang patay nila.
6. Ngayon ang US kelangan ng nurse. Ngayon tayo walang maibigay na malaki. Self preservation ito. Sana etong Amerikano could have relied on their own human resource. Hindi ko sinisisi, hindi ako galit. Kung gusto niyo, kayong mga nurse, ok lang.
7. Yung sinabi ni Teddy Boy Locsin, hindi natin mapigilan ang pag alis ng mga Pilipino. Due to impairment of contracts and constitutional right to travel. Pero I like to take a different view, sa ordinary times yun. During an emergency iba.
8. Kagaya sa China, nung sinabi ni Xi Jinping, stay home. Stay home talaga. It demands total obedience because they are a communist state. Dito di natin magawa yan dahil sa human rights, tulad nina Diokno. Eto si Zarate daldal ng daldal.
9. Mabibigyan natin ang mga tao di kasama sa listahan. Hahatiin ng DILG ang task sa DSWD.
10. You cannot flag a dead horse. Pero di kayo kabayo. Sana maintindihan ninyo ang sitwasyon natin.
11. Yung mga discrimination sa health workers, sila ang nagsusugal ng buhay nila para sa may mga COVID. Huwag ninyong i-discriminate yan. I like to order the police if there’s a person doing a discriminating act, arrest the person. Yung mga nagbabato ng bahay, huliin. Dahin sa Bicutan. Pag dinemenda kayo, ako ituro niyo. Pag nasa preso na, huwag pakainin. Ang tigas ng ulo.
12. Kayo naman mga health workers, pag yang nag nato sa bahay ninyo, at nakita mo sa hospital. Alam mo na anong gagawin mo.
13. Ang problema natin yung not reported tapos namatay sa bahay, tapos COVID pala. Yung pamilya mismo ng namatayan, testing kaagad. Yung namatay, kunin natin kaagad at dalhin sa crematorium.
14. Etong akin, trabaho lang. We need to treat the sick, feed the people. Protect the front-liners.
15. Etong namatay na hindi tinanggap ng 6 hospitals. I don’t know if this is true. You know guys, mali yan. Pag totoo yan, I will really ask the Justice Department to prosecute you.
16. Lahat ng magkasakit, heart attack, appendicitis, especially government hospital, my order: MUST ACCEPT ADMISSION. You fail on that, I will relieve all of you. Consider yourself suspended. The written order will follow.
17. If you have a better way of dealing with the problem, tell us. Kung kayong mga left, if you have a better plan, kayo dito. Do exactly what you advised us to do. If you cannot, kindly step aside and keep quiet.
18. Just like in other countries, yung iba sumunod talaga kaya ng Korea. May disiplina na bayan. Mediyo humina ang COVID. Ang Amerika, maraming di sumusunod. Ganito rin sa Pilipinas.
19. Maganda sana record ng Pilipinas kasi naka lockdown tayo on time. Pero may pumupuslit, sumusugal, mag inom, mga nasa palengke. There needs to be a uniformity sa social distancing. Pag di ito masunod, walang mangyari. Kami dito, salita ng salit. Pero kayo huwag muna lumabas ng bahay!
20. Etong atin ngayon, first wave. Pero mag second wave pa ito. At may third wave pa. Parang mangga na hinog, first wave. Ang half-ripe, second wave. Yung di pa hinog, yan ang magiging third wave. Pero paliit na yan. Kaya kayo, i-maintain ninyo ang social distancing.
21. Sa panahong ito, isa lang. Ang batas ng DOH as implemented by AΓ±o, Lorenzana, Galvez. Meron ng binigay ng instruction. Yung sarili mong paniwala, taguin mo muna. Yang point of view mo, ilagay mo muna sa drawer mo. Ok ba tayo diyan, Mayor and Governors?
22. I am your public servant. Huwag kayong mag alalala. Hindi na ako pulitiko. I am ready to go.
23. Eto tandaan ninyo, Pilipino. Ayaw ko talaga ikulong kayo. Ako dito nakakulong din. May gwardya pa.
24. I will still insist: mask, alcohol, maghugas.
25. Pag nagsama tayo, kaya natin ito.

27. Mr. President, you are right with the lockdown. Total of 6 weeks. Now is the time to look and plan to gradually shift to reviving the economy.

33. We will provide businesses wage subsidy. Basically we are going to help the middle class.
34. We will improve the amelioration program. We will go through SSS and BIR because the middle class is in the formal sector. PHP 51 Billion will be allocated.
35. The ECQ led to the shutdown of most businesses. 1.6 million small businesses. Yung nasa BIR alpha list na employees, yun ang unang tutulungan.

36. Checkpoints. Do not stop motor vehicles carrying food and goods. Do not delay their journey.
37. There is a ruckus now of the procurement of 900,000 kits and machines, medicines, etc. There is a rule that we cannot buy without Philippine FDA approval. I will take the risk. I will order the DOH to purchase these. If approved by the US FDA, kampante na tayo. I will ask Secretary Duque to talk to the people in charge, si Secretary Galvez, they can proceed to buy it immediately.

38. Because of the Universal Healthcare Law, DOH and PhilHealth cannot procure. But other agencies can purchase. OCS, PS-DBM can do the purchasing.

39. 900,000 kits will be fore 900,000 people. We will test 2 million people via rapid test. 900,000 via PCR. 2.8 billion.

41. To the barangays. Those who are not listed, reach out to them so we can give the help that they need.

44. Mga kababayan ko, I don’t want to see a single Filipino dying. At the risk of being redundant, go out and seek the hungry.
45. Ang ating society, in terms of wealth, the capacity to hold money, yung mga billionaires and the millionaires, good for them. Then class C, I don’t know if this will hold true, yung may mga kotse. Yung class D ang may trabaho wala masyadong utang. Yung class E yung kelangan talaga ng tulong. It was Governor Remulla who suggested it first. We study and we might be able to produce it. Secretary Dominguez is doing his best. We saved for the rainy day. If nothing else, we can start selling our properties.
46. Wala pang vaccine. Wala pang cure. But there is a glimmer of hope.
47. MY SNAPPY SALUTE GOES TO HEALTH WORKERS. WE WILL PROTECT YOU. THE POLICE SHOULD COME IN. Without them, all is lost.
