Trust result.

 Unconstitutional DAP Architect Now Lecturing on Clean Budgets? Seriously? đŸ˜³ 


I really have to say this, minsan nakakpagod na yung mga gusto maging relevant muli after nilang hindi nagawa yung mga dapat nilang gawi. 


Yes, I am talking about Butch Abad..


A former secretary who makes a sweeping statement about “hand prints all over” the budget, and everyone suddenly acts like may malaking revelation.


Pero mga kababayan, wait lang.


Before we panic, let’s breathe, and let’s go back to the facts. Because tsismis is entertaining, yes… pero truth is empowering.


And as someone who actually trusts the President and trusted Sec. Amenah Pangandaman because she earned that trust with real reforms, I feel we all deserve clarity.


Let’s start with the most basic fact.


Former Secretary Butch Abad knows more than ANYONE that the Executive is NOT part of the Bicameral Conference Committee.


As in:

• DBM does NOT sit in the Bicam.

• DBM does NOT vote.

• DBM does NOT approve insertions.

• DBM is NOT even allowed inside the room when lawmakers finalize the budget.


So the question is simple:


Paano magkakaroon ng “hand prints” sa kwartong bawal naman sila pumasok?


Teleportation? Telepathy? Tsismis powers?


Mga kababayan, Insertions happen in BiCam. Period.


This is not opinion. This is not chismis. This is the law. Eto po ang totoong nangyayari. 


Ganito yan, DBM prepares the NEP.


Congress (Senate,Lower House) not the Executive changes it.


Legislators debate. Legislators amend.


Legislators insert. Legislators sign the Bicam Report.


Hindi si PBBM. Hindi ang DBM. 


Kaya unfair talaga to blame the admin Na HINDI kasama sa proseso.


If there are “hand prints,” show the documents, as simple as that. Kasi madaling magbintang, mahirap magpatunay. 


Kung “all over” daw, then where are: amendment sheets bearing Sec. Mina’s signature? request letters she signed? Bicam minutes naming her? memos ordering changes?


Wala. Because the Executive has NO role in that phase.


This is why accusations without paperwork…

are not facts. They’re tsismis.


Ito ang pinaka-ironic for me.


Sec. Amenah Pangandaman is a REFORMER.


She pushed for: 


• the New Government Procurement Act,

• Open Government standards,

• digital public financial management,

• transparency initiatives to curb corruption,

• tech-driven systems na matagal nang overdue.


In short, She brought changes na never nagawa ng mga naunang DBM SEcretary like Butch Abad. 


And I saw that. Many saw that.


The President saw that. 


Kaya nga she rooted my trust in PBBM even more because reforms under this administration are real, not decorative. So bakit si Sec. Mina at ang Marcos Admin ang tinitira ngayon? Kasi ang DBM ngayon ang nag modernized ng sistema that old systems never fixed. 


Let’s also not pretend we all have short memories.


Butch Abad talking about “clean processes” is…

how do I say this gently but honestly? Very ironic, considering the Supreme Court literally declared the DAP mechanism his DBM used as unconstitutional.


So maybe, just maybe, he is not the best person to lecture anyone on “proper budget conduct.”


If we care about accountability, we must point to the right institution.


Again, para maliwanag: 


Insertions = the jurisdiction of Congress, at sa BICAM nagkakaroon ng nakakatakot na insertions. 


Not DBM. Not Sec. Mina. Not the Office of the President.


Kung may issue sa Bicam, ilabas ang pangalan ng gumawa. Pero please, not the name of someone who wasn’t even allowed inside the room.


At the end of the day, we must all focus on facts , hindi sa tsismis.


And the fact remains:


President Bongbong Marcos and Sec. Amenah Pangandaman delivered real reforms.Visible reforms.Tech-driven reforms. Long overdue reforms.


This is why I trust the President.


And this is why I trusted Sec. Mina because she was a reformer standing beside a reformer.


Kaya siguro maingay ang iba.


Because reforms threaten old systems.


Mga kababayan, You can’t blame someone for a process they are legally, physically, and institutionally barred from joining. You can’t claim “hand prints” when the documents say otherwise.


And you cannot erase the progress of this administration just because tsismis makes better headlines.


Reformers create results. Tsismis creates noise.


And today, I choose to trust results.
